In summary, you need to edit the config file in:
$JBOSS_HOME/server//deploy/jbossweb.sar/META-INF/jboss-beans.xml
... and add a dependency as described here:
http://www.jboss.org/mod_cluster/java/config.html#as
This ensures that the ModClusterService bean will start before (and shutdown after) the WebServer bean.
FYI, a feature request has already been submitted to eliminate the need to add this dependency manually:

kevin.orey May 20, 2009 12:25 PM (in response to kevin.orey)After making the change to the jboss-bean.xml, I tried to start the server again but now it is getting the following error in a loop:
11:23:32,028 ERROR [DefaultMCMPHandler] Error [null: null: {4}] sending command INFO to proxy IP_ADDRESS:80, configuration will be reset
Any ideas? -

<Directory /bla> Order deny,allow Deny from all Allow from 10.33.144. </Directory>
