This sounds like you have your app deployed under some named context, with nothing deployed under the root context. I believe this is the same error message that you get if you start up JBoss, and try to access the web server (http://localhost:8080) without having any applications deployed.
If your app is deployed under a named context (e.g. /foo ), then the action you defined for the form will not work - it would need to include the context name:
