JBoss 3.0.0 and Tomcat 4.0.3 Manager App

Hello. I have searched the forums for confguring the tomcat manager webapp. I have created a manager.war containing the "servlets-manager.jar" and the web.xml defined in $tomcat_home/webapps/manager. It deploys successfully; however, I'm getting a "java.lang.SecurityException: Servlet of class org.apache.catalina.servlets.ManagerServlet is privileged and cannot be loaded by this web application" exception.

Has anyone been able to get the manager app to work successfully? Any help would be greatly appreciated.
