Struts cannot access .properties file

Hi,

I am using Jboss 3.0.6 with bundled Tomcat 4.1.18. Struts version is 1.1.

I have a .war-file of an application that uses i18n, which works perfect under Tomcat 4.1.18 standalone.

If if copy this .war-file to the deploy-directory of the Jboss/Tomcat-Bundle, I allways receive a Jasper-Exceptions like this:
"org.apache.jasper.JasperException: Missing message for key label.ct.editor"

Has anyone had this problem before and found a solution for this ?
