I can confirm that adding/removing the Valve from server.xml is having an effect (the service shows up in the JMX-console). Also, opening the write permissions on the log file to anyone has not solved this issue either.
Any ideas? Is this a bug? -

The problem was that the commented out Valve entry in server.xml contained the wrong Java class. Make sure to change the class to, "FastCommonAccessLogValve". The class of AccessLogValve is incorrect.
