Message Persistance between server restarts

How do I define a Topic as being persistant so that it lives between server restarts? I have a durable subscriber that works fine as long as the server is not restarted. If something is published and the server is restarted b4 the durable subscriber picks up the message, the message is lost.

I tried doing this in the publisher but it did not help:

topicPublisher.publish(topic, message, DeliveryMode.PERSISTENT, 0, 0);

This seems to be the typical way to do it according to the Sun site. Am I missing something?
