Rather than get into the reasons for this, I direct your attention to the last sentence that reads:If you would like to join the Jopr development community and build an extension to the apache plugin so it can communite with another, open-source, apache management connector, contact us at our jopr-dev mailing list or on freenode at #jopr.
operative words being "open-source" connector :)
If you would like to help develop the apache plugin to do this, let us know and we can take the discussion over to the jopr-dev developer list. -

We're hoping someone from the Jopr community will contribute a new Apache plugin that uses some other module that does not have these restrictions. On possibility would be write a plugin that communicates with this ASL-licensed Apache module:

The hypothesys of writing a plugin sounds reasonable to us. We will analyse it carefully. -

we would like to change the plugin code so it talks to an open-source SNMP connector.
