How can i change Skin of standard tag but i don't want to us

I want to change skin of standard tag.

with tow request:
the first: i want to keep independence of all component.
the second: i don't want to use java script.
for example:
in the index page. i have many screen.i decided use rich:tabPanel component was navigation.for that reason, when i use rich:tabPanel with another component, it have no skin.
and then, i try to change skin user the tag property but i can.

please tell me how can i change skin for rich:tabPanel. see attach file.
