Jetty won't start

hello forum I have download jetty,C:\Jetty-4.0.6\Jetty-4.0.6\bin>jetty.bat I get the error message that cd is not a reconizeble command ? any suggestion ?
to help with my bat script.
I use w2000.and jdk1.4.1.
