External entity not found!

Hi, I have istalled the jboss-3.0.4_tomcat-4.1.12, and try to deploy an ear file, after I restart the jboss, the following error is given, anyone can help me? thanks!
09:32:43,667 ERROR [XmlFileLoader] External entity not found: "http://java.sun.com/j2ee/dtds/ejb-jar_1_2.dtd".:-1:2
java.net.ConnectException: Operation timed out: connect

can you fetch this dtd manually?
are you connected to the internet when you try this?
if not copy that dtd to your local machine

Yes, I can access the Internet. But I cannot get this dtd manually, it directs me to a "file not found" page when I try to visit this link. Thanks for help.
