cannot load the applet in web-console of Jboss 3.2.1

hi,
I started JBoss 3.2.1 with the default config under win2000 platform. When accessing http://localhost:8080/web-console/, the following error was reported:
java.lang.NoClassDefFoundError: com/sun/net/ssl/HttpsURLConnection, and the applet was not loaded.
According to the previous articles, I changed my jdk from 1.3.1 to 1.4.1-b21, and copied jsse.jar to jre/lib/ext, and {JBOSS_HOME}/lib, but it didn't work!
Anyone can help me please? Thanks!

Is it a gui-tool to configure jboss server?
