problem thrying to read the dtd files under docs directory

I am getting teh following error when I try to open the dtd files uner docs in jboss 3.2.6

Cannot have a DTD declaration outside of a DTD. Error processing resource 'http://www.jboss.org/j2ee/dtd/jboss-web_3_2.dtd'...

What are you trying to open the files in?

ie 6 and firefox. I aphic layoucan look at them of cource in word pad. i remember jboss use to have the whole graphical layout of these. I think they were svgs though. i cannot remember. What should I be looking at the dtd in?
