and my workaround comment:
The bootstrap log4j.properties can be overriden via the log4j.configuration system property to point to an alternate log4j.propert/log4j.xml that put the boot.log into a different directory. With the addition of the ${x:default} syntax it may make sense to have a jboss.server.log.dir with the default being ${jboss.server.home.dir}/log -

I guess we must have introduced our own jboss.server.log.dir in-house a while back and I mistakenly assumed it was one of yours.
FWIW, I added my vote to JBAS-1156.
