Failover not works in jboss cluster

Hi , I create jboss cluster environment with 3 nodes by using apache mod_jk and it works fine.My problem is that when I stop one jboss server (not shutting down the server) the request goes to other nodes but when I shutdown that server request is not goes to other servers.

Can any one tell me why this is happen ?

Please describe in as much detail as possible exactly what you are seeing, i.e. step by step with when the requests occur, how exactly servers are stopped, what responses are received.

Also, what JBoss AS version.
