      Is is true , that any developer can contribute to Jboss. I mean major part of industry is relying on open source tools/applications and that is in the hand of some pre mature developers . i am not discouraging you but , I would like to know the whole process of contribution to Jboss.

      I mean if some one have fixed the bug which may passess some test scenarios/use cases but evantually it may fail for some scenarious.

      Sorry but i am really interested to be a Contributor to Jboss but i need to know how and when my commited code or bug fix will be included in the Release Candidates or its just not like that.

          You have to consult the roadmap of the project to which the contribution was made. All roadmaps are in JIRA. A jira issue would be needed for the contribution and when its incorporated into a version branch, the project roadmap defines the approximate release date.
