Jboss 3.2.7 allocation 1 connection at a time...

JBoss 3.2.7 seems to be allocating just 1 connection at a time. We have set min-pool-size to 10 and max-pool-size to 100. JBoss is allocating 1 connection and destroying the first one when allocating a new connection. Any words of wisdom on this ?
