 Otherwise, do you have a message in the logs saying
 jmx-console.war is deployed?

 http://localhost:8082/jmx-console gives me the standard ie message "This page cannot be displayed".
 The out.txt looks good, here are the last dozen lines of it...

 The following may be relevant:
 * uninstalled and reinstalled jboss_tc a few times
 * renamed directory jboss3.0.4_tomcat-4.1.12 to jbosstc.
 * removed the environment variable CATALINA_HOME
 * in registry removed references to jboss3.0.4_tomcat-4.1.12

 http://localhost:8080/jmx-console should work.
 Try posting the full exception.
 I assume 27.0.0.1 is a typo?
