Licence + logout solution

Q1: I seek a clean logout solution of the users already connected to
J2ee site just before the launching maintenance processus of web site(update of the database) ?

Q2: I must implement a module of management of licence in using a system of keys encoding, I seek the most effective solution.

it is not enough to redirect visits to a temporal page informing that the site is temporally under maintenance operations ?
