I can see a ReplicationAwareJMSQueueControlWrapperTest, but not a ReplicationAwareJMSServerControlWrapperTest.

Is this a TODO?

yes, it is missing (as are the topic replication tests).

I'll add tests for replicated operations to ensure that the backup server is properly handling management operations from the live server
