1.3.0 released?

I notice in JIRA that 1.3.0 release has been 'released' (from a JIRA perspective), it's no longer appearing on the road map, but in the changelog.


Does that mean 1.3.0 is signed/sealed/delivered? If so, were can I grab a built release?
