if you have a cvs client then
cvs -d:pserver:anonymous@cvs.jboss.sourceforge.net:/cvsroot/jboss login
and then
cvs -z3 -d:pserver:anonymous@cvs.jboss.sourceforge.net:/cvsroot/jboss co ecperf
should get you the jboss version of ecperf
(for a windows version see http://www.cvshome.org/cyclic/cvs/windows.html
and http://www.wincvs.org/)
The CSIRO version is for ECPerf 1.0 running on jboss 2.4.x

I mean a windows version of CVS client of course :-)
