Template Module using templates

I am guessing we want to encourage module developers to use templates for the module instead of using Htmp.output(). I have modified the Template module to use templates. Do you want me to create an issue for this and attach my changes?

Ok, I will create an issue and post it. I am going to clean it up a little first. But I should have it posted by tonight sometime.
