There will be only one merged configuration with ejb3 included, so we either include or exlude quartz-ra.rar (before it was only part of the ejb3 setup). 
 I didn't see any progress in the linked jira issue

 I don't see anything wrong with including it in 4.2. I am not wild about the implementation for a few reasons (ie starting Quartz by default which can lead to multiple schedulers being active and present it should really wait until an endpoint is deployed that needs it), but what the hell...lock and load.
