Specification on components

Could you attach your specification docs on components to issues in JIRA?

Or may be there is another way to get access to these documents? People will have ability to discuss specification before writing implementation.

For previous versions - specifications was lying just with components in design folders.

Now the process simplified. All the documents - are at
