You can disable HTML for everyone by using the jmx-console: http://localhost:8080/jmx-console/
At the bottom you will find nukes.module and just below, name=bb
click on it, there is a field HTMLEnabled, click on false then click on "apply changes"

As an admin, create a group for the moderators of a forum (let's call that forum, "Test forum"), go to Permission choose bb as component, click on a small +, pick your group you want as moderators, as pattern enter .*:Test Forum:.* then choose MODERATE as Level, then click on insert. The group will be able to edit/delete posts.
