Splitting the time picker from Calendar

I love all the new features of 3.1.3. Nice job.

One that caught my eye was the time picker from the calendar. Would it be possible to extract this from Calendar and have it as a component in its own right?

Voting in the Jira is possible, but hard to compare the result with other features.
