Windows Registrty and RC1

Does anybody knows what modifies the CR1 in the windows registry and what happens if this modifications don't make?. My machine is a winXP where I'm not the local administrator (company policy), so every time I run eclipse, it states that the administrator has disbled the registry modifications, twice.

the xulrunner that drives the mozilla/gecko engine apparently does this - nothing that hurts beside some extra loops that has to be run through doing startup afaik
