<service-ref> can appear in ejb-jar.xml, web.xml, application-client.xml depending on the type of component that uses the ref. -

Have you looked at jboss-web.xml?
application-client.xml + jboss-client.xml
web.xml + jboss-web.xml
ejb-jar.xml + jboss.xml -

It worked great.
