The following article seems to indciate you are able to generate WSDL files out of java code, but not the other way around :

kcp Dec 29, 2006 9:28 AM (in response to yueh2k6)wstools are part of JbossWS the webservice stack for Jboss releases 4.0.4 and later. If you are using 4.0.4 or later you should use wstools, If you got a JB 4.0.x prior to 4.0.4 stick to wscompile.
The application server guide has been updated to the new releases that is why it mentions wstools.
