What does your mysqldump say ?
Other options:
/etc/my.cnf:
[client]
default-character-set = utf8
default-collation=utf8_general_ci
Or server/*/deploy/*-ds.xml:
<connection-property name="characterEncoding"
>UTF-8</connection-property>
Have a look at your mysql docs incl. the mysql-jdbc driver notes ... -

I changed mysql4.0 to MySql 4.1 and configured mysql-ds.xml, It's OK.
