Perhaps I was not clear. I had hoped to use the existing web app to deploy and store process definitions. I can certainly write my own to persist the process definition as XML. My first choice was to use the out-of-the-box web app, since it is already in use at my organization and is a good piece of work IMO.

It's not bad, but 'good'.... :-)
The best part of the console is using it for monitoring processes, tasks etc... if you store those differently, almost nothing is realy usable imo, so I'd write a simple web page for deployment of .xml process definitions.
