branched 3.1 from head

i have created a new branch for the 3.1 developments. the work for 3.2 is done on head. probably the first main piece of work on head will be the project restructuring as described in the other post on this forum.

the root label of the split is root_branch_3_1 and the branch is called branch_3_1

I have a question about commit policy - to what branches shall we check in our bug fixes?

bug fixes THAT DON'T CHANGE JPDL SCHEMA OR THE DATABASE SCHEMA, should be merged to all branches (branch_3_0 and branch_3_1).

bug fixes that change jPDL schema or the database schema should only be fixed in HEAD.

new features should also only be added to HEAD.
