Okay, I may be blind, but I don't see a way to add users without clicking the 'create one' link in the User portlet. Is there a way to limit adding users to the administrator or whichever role I decide?
In our environment I don't really want anyone being able to add themselves as a user if they feel like it.

In a corporate environment, it would be more likely that you'd authenticate against an LDAP server and remove the capability to "join" the Portal.
