Create the sub page of existing page

Hi,
How can I create the new sub page of an existing page by Management Portlet? I see, it is possible in JPortal since there is "Secure Policy Config" sub page of "root/default/default" page. But I can't to find how can I create such page-subpage structure using Management Portlet. It is possible today? I use JP 2.2.1.
