Creating new users as administrator

Hi,

As far as I can see, the only way to create users today, is to let them register themselves (using the UserPortlet).

As administrator you can edit existing users, but is it possible in any way to let an administrator create new users?
If not: is it considered to be included in later versions?

This is actually not planned but wouldn't be difficult to add.
