Urgent:displaying arabic characters in CMS?

please help Ihave no clue on doin this,I,m stucked...
Ikhnow that I must specify,the UTF-8 Chset but where & how
nobody over the web & in the JBOSS crew,is talkin about this,so go on guys Internationalisation Rocks nowdays... :-)
