How to set up locale in portlets

I am trying to figure out how to make my jsp portlets use a properties file for locale strings. I have looked for a tutorial or examples and have not been successful. Can someone point me in the right direction?

This is usually done through your webapp. If you look at the JSP source of the core-cms webapp you will see a custom implementation. We don't have anything special to handle this in the basic portal.
