Popup Bubble?

I'm looking for a way to make a popup bubble similar to what you would see in google maps. It shouldn't be modal and should be able to contain other components. Any pointers to the best way to make that happen? Thanks.

tooltip could be used.

You could use attached=false on the tooltip - so you'll be able to manage appearing/disappearing using JS API.
