BTW-
I am using Portal V 2.7 and there are no errors/exceptions in the logs when I set cache-scope to PUBLIC -

Well..this is different..
My issue is Portal knows that I am using PUBLIC as the cache scope, but it doesn't cache the markup in a PUBLIC scope...it doesnt throw any exceptions..it just quietly ignores the scope..
