But you need to restart the application to get the new messages as these files are read only when the application is started by the server. -

Hmmmm, one possible solution would be to let you use the hot deployment classloader for loading resources (you would have to deploy your resources to WEB-INF/dev).
Add a feature request for this to JIRA, if you like. -
