1) Look at the bottom of the page there is a text - This website was created with JBoss Seam and runs on JBoss Application Server

2) This is pure css

You can get the whole site for yourself by running the wiki example - it's not the same theme as in.relation.to, but the theme for seamframework.org is there. Warning - the wiki is still only alpha/beta quality.
