Basically, if you want to have both web service and able to add actions.
1. using the EBWS approach, but with this approach, you need to do the unmarshall job on your own, think it like the JAXWS dispatch/provider.
2. Using the SOAPProcessor, but put the web_service_action in the first action, in this case, it will help you do the unmarshall job. Create a separate service that contains the action1, action2. Using ServiceInvoker in the web_service_action, to invoke that service.

You need to use the target web service impl to use the ServiceInvoker to invoke the esb service, which includes the action1, action2 etc. -
