My guess is that your problems are different.
kevnlin, I suppose that you already configured properly Tomcat. If not, here is a wiki about this http://wiki.jboss.org/wiki/Wiki.jsp?page=UTF8InPortlet
However, with newest Portal and Forums Luca found a bug with multipart request setting that I haven't resolved yet. http://jira.jboss.com/jira/browse/JBFORUMS-247. You can try it yourself.

I try values URIEncoding="latin2" and URIEncoding="iso-8859-2" too, and no results. -

this problem is when you execute a form of type 'multipart/form-data' from the forum. In that case you lose the current encoder charset, done by a incompatibility with fileupload libs.
You can to download the patch from

and retry -

The real problem is that current version of fileuploads doesn't find the default charset encoding from the request of the current version of tomcat. There is an incompatibily between theese libraries. Practically fileupload search the charset encoding in the wrong place. Then fileupload parses the request without using UTF8, that sure an universal parsing. Also changing the server.xml , it has no importance because anyhow charset is lose.
