Yes, it is possible. You have to define a new role in this file (http://anonsvn.labs.jboss.com/labs/jbossforums/branches/forums110P26/authz-jaae-plugin/src/resources/forums-authz-plugin.sar/META-INF/acl-permissions.xml) of your deployment.
I didn't try but you will have to probably add<permission action="moderateForum" />
in your new role in the file.
Please refer to guide for help as well.
