How can the user set time on the calandar component?

When no date are chosen there is no way to input the time for the date when you open the calendar... After opening the calendar and choosing a date, then the next time I open the calendar I can set the time... How can I set the time also the first time I open the calendar (when no date has been set yet)?

if apply button turned on - the user will be able to set the date, the time and then apply both changes. Also you could define default time to be set after any date chosen.
