Why I can't found add new portal link in beta3?

I downloaded the beta3 version, when I fllowed the document guid,I can't see the new portal item under the administration menu,is the beta3 version droped this item?

As stated as warning at the beginning of the doc, the doc is being updated.

You need to click on "Sites", then you will have access to the "Add new portal" button.
