JBoss_Home/lib jars not loaded in JBoss classpath

I need the jaxb-xjc.jar for my web application deployed in JBoss.  This jar is available in JBoss_Home/lib/

Are the libraries available in JBoss_Home/lib/ not loaded automatically in the classpath ?  I had to explicitly add this jar to the classpath.

In JBoss SOA Platform 5.0, the soap.esb application contains a copy of jaxb-xjc.jar apart from having it in JBoss_Home/lib too. (https://jira.jboss.org/browse/SOA-1556)

Is there any other mechanism to load the libraries available in JBoss_Home/lib ?

I think that the lib directory is used only during bootstrap. The proper place to put global libraries is either common/lib (5.0 or later) or server/xxx/lib (all versions)
