I just create folder 'tags' under web in my project. Then i create a file 'taglib.tld' in 'tags' folder. (MyProject/web/tags/taglib.tld) Then download the following source and then paste to 'taglib.tld'. Now Accept this <comp:fileUpload/> tag.
