Does it implement the BPMN 2.0 standards? I'm looking for a BPMS that implements the BPMN 2.0 for very long time, yet got nothing except the expensive Oracle BPM Suite 11g.

jBPM-4.4 just achieve some features of BPMN 2, this work didn't complete yet. please refer this post for more information.

It should be, although JBoss AS 4.2.3 is not a test target, only 5.0.1 and 5.1.0 are. From the top of my mind there is no reliance on any feature specific to JBoss 5.x.
