how much modelPanel can a page support?

hi
in my page i have <Rich:tabpanel> and 38 when i tries to add one more modelpanel then i am unable to navigate tabbed pane.
when i click on any tab page submits and default tab appears without any error.
does thr any limitation of using modelpane.
